The "wash me" thing was funny once, maybe 35 years ago, when it appeared on dirty commercial trucks that were clearly being driven. As with all jokes, carried too far or repeated too often it becomes irritating or, as you point out, hurtful. As for drawing penises on cars, let us hope that person is no older than 12; otherwise he's (it's definitely a he) has deep problems.
